That is to say 또는 That is
That is to say 또는 That is는 즉, 다시말해서( in other words)의 formal 표현입니다. that is to say 뒤에는 문장(sentence) 또는 단어/구(words/phrase)가 올 수 있습니다.
전에 했던 말을 좀 더 정확히 표현하거나 바로 잡고 싶을 때 사용하는 것이라는 것을 알면 아주 유용한 표현입니다.
Is poverty the result of behaviour? That is to say the choices that people make?
가난은 행동의 결과일까? 다시 말하자면, 사람들이 선택한 것일까?
The Bible에 나온 표현을 볼까요?

하늘을 우러러 탄식하시며 그에게 이르시되 에바다 하시니 이는 열리라는 뜻이라.

이렇게 단명하는 나무들은 풍성하게 번식한다. 다시 말하자면, 그 나무들은 본목 주위에 끊임 없이 많은 씨앗을 뿌린다는 것이다.
